Note on What is Meant by "The Red Cross"
A mention of "the Red Cross" helping in a specific disaster situation is usually a reference to an independent, local (country-specific) organization that is member of the IFRC, or International Federation of Red Cross and Red Crescent Societies. The full name acknowledging that a lot of its constituent/affiliate organizations, those in Muslim-majority countries, are called Red Crescent Society.
When talking about issues like the rights of prisoners of war and monitoring their rights, "the Red Cross" refers to the International Committee of the Red Cross, which is the indepedent body named in the Geneva Conventions as the "controlling authority" for such matters. It is, to quote the Wikipedia "the only institution explicitly named under international humanitarian law (IHL)" in such a way.
